Committee for Lake Havasu County

The purpose of this Committee is to investigate the potential benefits of forming a Lake Havasu County (hereafter LHC). Consideration will be given to: 1.) Seceding from Mohave County by forming a new county as a traditional county governmental structure. Or, 2.) Seceding from Mohave County and eliminating one level of traditional county government by unifying most typical county governmental services and departments with city departments and services (ex. police, tax assessor, animal control, attorney, board of supervisors, community development, constable, data processing, finance, health, justice/court, libraries, parks, personnel, planning & zoning, public works, purchasing, treasurer, etc. etc. etc.).

The research effort will include a cost-benefit analysis of potential tax savings for businesses and individuals. From among those unified governmental entities elsewhere in the U.S.A., exemplary models and best-practice examples will be identified, documented and studied relative to what might work for the LHC area. Best examples might include; Minn/St.Paul, Louisville/Jefferson Co. KY, Jacksonville, Fl, Kansas City, KS/Wyandott Co., KS, and Albuquerque/Bernalillo County, NM.

Obviously, this concept is not new. The issue for LHC area citizens and businesses has to do with a possible significant improvement in services with a dramatic reduction of the tax burden on those citizens and business. Potential funding from state and federal sources normally available to counties, will also be analyzed.

The LHC area might include land area bordering the Colorado River from La Paz County north to Needles and straight across east to the eastern existing boarder.

Within the present Mohave County government, the Committee will document and publish incidents of malfeasance, mismanagement, misconduct, poor judgment, incompetence, misuse of tax revenue, etc. etc. The Committee will document policies and practices past and present that cause harm to LHC area citizens, employers, employees, businesses, and others. Particular emphasis will be given to harm caused to the economy and to economic development. The economic impact of the excessive taxes paid to Mohave County government relative to beneficial services and equity of expenditures of tax dollars relative to tax payments from the LHC area, will be analyzed. The results will be compared to the potential improvements possible through a traditional or unified structure in a new LHC.

Patriotic issues of taxation and representation and corrupt and inferior government will be researched. Citizen uprisings and revolts within the standards of acceptable behavior will be researched from the historical archives of this great nation. The committee will be organized as a non-profit 501 (c)(4) corporation presently properly registered and in good standing with the IRS.. A Board of Directors and an executive committee comprised of a chairperson, vice-chair, secretary, treasurer/CFO will be established. Part-time paid positions will include a President/CEO and an administrative assistant.

Formal relationships with other community organizations will be explored. It is also possible that one of these organizations might assume a formal role in formation and operation of the organization as described herein.

Standing sub-committees will include:

  1. Legal: Attorneys and people familiar with referenda initiatives, laws on county governmental structure, and other essential matters will be needed.
  2. Financial: CPAs, bankers and others skilled in budgeting and money management will be needed to insure the financial integrity of the organization. Members and contributors must be confident of the way money is collected, spent and reported.
  3. Investigative: People with formal training and job experience in investigative reporting will be essential in gathering facts, data, and information and conveying such material in well-written and understandable reports and news releases.
  4. Referendum: Research will be done to inform and educate community groups presently active in reversing the last sales tax increase and a rollback of county assessed property tax. Information and material needed to prepare for a Mohave County-wide vote on the new proposed Lake Havasu County will be made available. This committee will not directly participate in the referendum process and the political aspects of such an undertaking.
  5. Governmental: Meet with city and county officials for the purpose of developing plans and identifying impediments to the objectives of the Committee.
  6. Fund Raising: Develop a campaign to raise the funds needed to meet the needs of the Committee and the effort required to create the new county.
  7. Membership: Develop a membership campaign to secure the broadest possible involvement of citizens of the LHC area.
  8. Internet: Develop, enhance and expand a web site,   www.lakehavasucounty.com  for the purpose of keeping all interested citizens fully informed through the internet while keeping to a minimum, printing, copying, mailing, and phone expenses. Provide a vehicle of fund-raising and communication between the Committee and its supporting members and the citizens at large.
